Ditto on the above. Did you specifically negotiate with them or did they proactively offer it to you as a special scholarship? Are you thinking of going there? I'm considering it.
I didn't know that was possible (was shot down trying to get the extra ~5k per year). It looks like you are weighing most of the same schools I am. Are you leaning any one way?
