Sue, I applied to U of Iowa and they gave me a full scholarship... I took that and showed it to UIUC and they agreed to increase my offer. I think that they gave me a low initial offer anyway because they didn't know what their class would look like quite yet but I have also shown significant interest. Hope this helps!
