I don't know the latest date when they hand them out. Apparently, it's random (just like any other fee waiver) if you get it or not. Some people get it earlier than others. I got my fee waiver via email, if that helps any. Good luck this cycle!

Well all of south Louisiana has changed due to Katrina/Rita. Baton Rouge is essentially two different cities. If you live there, you will probably never venture north of a certain street and that's where the vast majority of drug related crime exists. Unlike New Orleans, where even Uptown is block by block in terms of safety and crime trends. It's crowded as hell now. Imagine if your city got a 20% bump in population with no added infrastructure. With all its warts, I'd recommend it for most.
