I'd be tempted to drop the ED to Chicago after that scholly offer from UVA. I couldn't take the risk of paying full price, though. Your situation might differ.

That was a waitlist from a ED to Chicago?
I'm not sure how the notification system works on here, but all of my fee waivers were unsolicited.
