What do you mean by provisionally accepted?

For accepted priority track applicants, Duke sent out an "acceptance" letter which basically said "hey we're probably gonna admit you but you have to do an interview first" then sent out an email a few weeks later saying "nevermind, you're in once you send in your scholarship form." Dunno why they changed the policy, but I signed and sent in my form and they confirmed my acceptance.
