GT decision

Hi I just have a question about the decision timing. Looking at the dates from what is written, it seems like they took a month and 4 extra days to make a decision although you applied ED. But as far as I know, ED applicants receive their decision within 3 weeks. Is the time difference due to the 'completion' of your application instead of 'received'?
