My understanding is that Virginia gives fee waivers out to anyone who asks, plus it's a super easy application. Did you email them and just ask for one?

LSDAS GPA

Hi there, Congrats on acceptances, esp. GTown. I was wondering how it is possible that you have an LSDAS GPA of 3.6. I am an international student too, but I don't have a GPA on my report! Thanks a lot and once again my sincere congratulations. Best!

Thank you so much for helping me understand that. So you think that the ad. com. guys, just by looking at the range that LSAC gives them, can figure out how weak/strong one's GPA is. By the way have you ever had any English schooling before law school? 173 is incredible, you must be super smart!!! Honestly, I am proud of you! How did you do that? All the very best for rest of the cycle. ;D
