I see you are applying to other schools! Good luck there, and please make sure to withdraw from schools that gave you scholarship offers as soon as you can. Dont withdraw before you have used your best few offers to leverage your top choice school into giving you more, but as soon as the offers arent useful withdraw so someone else can get the money. (I'm still hoping to see a full ride from UA, or UI). Seems silly that AZ state reduces scholarship offers BECAUSE you are in state.
