yeah i don't qualify for the LSAC waivers either because i'm international.. the fee waivers i received are merit-based fee waivers that are given by the schools based on your LSAT and GPA.. you'll get them through the LSAC Candidate Referral Service.. hope this helps! i'm sure you'll be offered fee waivers once your LSAT score comes in =)
You're looking ambitious, so I know you're probably taking down great numbers in practice. It's funny because I hope to be over there next year on a certain scholarship at Oxford. May we each find what we're looking for. Let me know how things go, brother.
