Congrats! U of Cincy is definitely a school I am excited about. I will have to pay it a visit and talk to a few people sometime soon before I make a decision though.
I would guess that the larger scholarship is due to my interest in human rights law. Cincinnati has a well-known human rights center and I guess they thought I would be a good fit. I am quickly finding out that scholarship money is not always based on index numbers. Everything is taken into consideration.
