Valpo

I have the same feelings you do about Valpo. I, also, was offered a full-tuition scholarship there, but it wasn't really in my top 5. Are you attending?...Good luck with the rest of your apps! We have a lot of schools in common :)

Have you decided on Valpo? I just got the same offer... decisions decisions.

U of Wisc

From a fellow EE, you really should go to Wisconsin, barring you get into a better school. A tier 1 without money is much better than a tier3/tier4 with money, even if you plan on going into patent law (since you are an EE).

Also, try and see if you get into more schools in the Top 15-25 range, mentioning you got into Wisconsin, while you still have a little time before the app cycle ends.

In state

After further thought, you are probably getting in-state tuition for U of Wisc (only ~15K). So, it may not be even a good idea to consider going to a higher school unless it is much better ranked.
